Belagavi: It’s another big jolt to Belagavits that most of the income tax offices working in the city have been shifted to Hubballi in the name of revamping for Faceless E-Assessment scheme of the union government announced recently.
It is shocking to note that, in place of principal commissioner (Admn), commissioner (Appeals) , 2 joint commissioners, 2 assistant commissioners, 6 income tax officers, and 1 ITO TDS in Belagavi at present, henceforth there will be only one income tax officer for entire Belagavi. In comparison, there are going to be 2 commissioners and 10 Range officers in Hubballi, 6 in Mangaluru, 6 in Panjim, 7 in Mysuru, and 7 in Kalburgi. It means, for any queries, Belagavits have to visit Belagavi which is just gross negligence and injustice to Belagavi.
This injustice has been done despite Belagavi is the second capital of Karnataka, the second-highest income tax generator in Karnataka, second-highest industrial city having the highest number of sugar industries, very well connected by road, rail, and air with good education and healthcare facilities. Shutting down the Income-tax offices will be a big jolt to the taxpayers, tax representatives, and tax administrators of the city and its growth in the coming future.
Even if it is a faceless assessment era, however, there will be many occasions where tax administrative services of the department will be required before, during, after filing return of income and even during and after faceless assessment are completed. Some of the requirements where the human interface will still be required are rectification applications u/s. 154, reopening of assessments by the income tax department or assessee u/s. 263/264 , surveys u/w. 133A,TDS , transfer of cases to assessing officers u/s. 245 , etc.
In this regard chartered accountants of Belagavi have given a memorandum to union state minister of railways Suresh Angadi urging to retain the offices of income tax and be made Belagavi as regional e-assessment centre. The Centre has taken such a brutal decision even the land of 4.5 acres at Ganeshpur has been allotted to income tax department in Belagavi and approval plan to construct a building and staff quarters thereon is also in process.
